Civil construction unit prices, 2026

264 items from Alberta’s provincial highway tenders, each the average of the three lowest bids, with two prior years and regional ranges. Plus the official municipal rates and indexes that set the rest of the budget.

How to read these numbers

Each figure is the average of the three lowest bids on every Alberta Transportation and Economic Corridors contract that included the item, weighted by quantity, for contracts tendered May 1, 2025 to June 24, 2026. They are highway-scale prices: a small private job pays more per unit because mobilization, minimum charges and disposal are spread over less work. Use them to benchmark a unit rate or sanity-check a quote, not as a price for your project.

The price of the binder

Manitoba publishes a monthly posted price for PG 58-28 asphalt cement, the binder in most prairie hot mix. It moves with oil and sets escalation on paving contracts.
