How much does culvert installation cost?

A culvert price is set by two things before anything else: the pipe diameter and the material. Corrugated steel pipe (CSP) is the most common material on Alberta's tender list; reinforced concrete pipe (RCP) and smooth-wall steel pipe (SWSP) are priced separately because they cost more to supply and handle. The diameter itself is set by a hydraulic design — how much water the crossing has to pass — which is outside the scope of this cost guide; see the bridges, culverts and structures discipline page for how a culvert is sized and detailed.

Cover depth, bedding class and end treatment (a straight cut end, a bevelled end to match the ditch slope, or a headwall) all affect the finished price beyond the base per-metre rate for the pipe itself, and none of them are broken out separately in the published averages below — they are baked into whatever end configuration each tendered contract actually used. A contractor pricing a specific culvert needs the cover depth and end treatment specified, not just a diameter.

Alberta Transportation and Economic Corridors publishes the average of the three lowest bids across contracts tendered May 1, 2025 to June 24, 2026, for corrugated steel pipe culverts by diameter:

Price rises with diameter overall, but not in a straight line — a 400 mm culvert averaged $436.43 per m¹ per metre, more than the $372.25 per m¹ average for the larger 600 mm size. That is not a sign the smaller pipe is actually more expensive to make; it reflects how few contracts used each size that year and the fixed costs of mobilizing a crew and equipment for a culvert installation, which do not scale down with pipe diameter. Regionally, the common 600 mm size varies with contract size and haul distance:

Reinforced concrete pipe costs more to supply and handle than steel at comparable sizes: 450 mm RCP averaged $515.04 per m¹ per metre and 600 mm RCP averaged $637.85 per m¹ — both above the equivalent CSP prices — while 900 mm RCP averaged $1,158 per m¹ on a single 2026 contract, which should be read as indicative only rather than a stable average.

Replacing a culvert usually means dealing with the old one first. Alberta prices that separately from the new installation:

Removing and disposing of a small culvert averaged $119.48 per m¹ per metre; removing, salvaging and reinstalling one (common where a culvert is being extended or relocated rather than replaced) costs several times more because it has to come out intact. Where a culvert is structurally sound but needs its capacity or waterproofing restored without excavation, a lining system is an alternative to full replacement: 600 mm culvert liner supply-and-install averaged $1,301 per m¹ per metre in 2026, and grouting void space around an abandoned or lined culvert averaged $759.00 per m³¹ per cubic metre — both trenchless options worth comparing against a dig-and-replace price before defaulting to a full excavation.

STA 0+480Why so many culverts are being replaced right now

Culvert replacement is not a niche request. Statistics Canada's Core Public Infrastructure Survey rates 11.5% of large culverts (3 m diameter and over) as poor or very poor condition², and a further 13.8% has no recorded condition at all — meaning the true share needing attention is likely higher. Smaller stormwater culverts under 3 m diameter are in similar shape, with 12.4% rated poor or very poor². STA 0+600Driveway and private culverts: what changes the number

A single driveway or field-access culvert is not a scaled-down version of a highway crossing, and it prices differently:

• Mobilization and minimums. Bringing an excavator and a crew to install one short culvert costs close to the same as a much longer one; most contractors have a practical minimum job size.
• Bedding and backfill. A culvert needs granular bedding and backfill around it to perform, priced separately from the pipe itself — granular backfill for culverts averaged $90.94 per m³¹ per cubic metre on 2026 tenders.
• Approach and municipal permits. A driveway culvert over a road ditch usually needs approval from the municipality or road authority responsible for the ditch, which can set a minimum diameter or a specific pipe material regardless of what a landowner would otherwise choose.
• Disposal of the old pipe. A straight swap adds a small removal and disposal cost, priced above, rather than a full removal-and-reinstall.
• Access and season. A wet or frozen ditch adds time and sometimes requires dewatering before the old culvert can safely come out.

Treat the Alberta per-metre averages above as a benchmark on the pipe-and-installation component only. A short driveway culvert job will cost more per metre than these figures once mobilization and a municipal approval are factored in.

To get a comparable culvert quote:

• The crossing width (road or driveway width) and the required diameter, if it has already been set by a hydraulic design or a municipal standard.
• Material preference or requirement: CSP, RCP or another material, if the approving authority specifies one.
• Whether an existing culvert needs to be removed, and whether it should be disposed of or salvaged.
• Site access for an excavator and delivery truck, and any water in the ditch at the time of work.
• Whether a municipal or provincial approach/utility permit is required, and who is responsible for obtaining it.
