"Watermain replacement" and "sewer line replacement" cover two different cost problems that get searched together:

• The public main. The pipe running under the street that serves an entire block, owned and replaced by the municipality, usually as part of a larger street reconstruction project. A homeowner does not choose when this happens or pay for it directly, beyond property taxes and any local improvement assessment (see below).
• The private service line. The pipe from the public main to the building, which the property owner typically owns and is responsible for repairing or replacing from the property line inward — and in many municipalities, from the main itself. This is the line most homeowner searches for "water line replacement cost" or "sewer line replacement cost" actually mean.

STA 0+2402026 Alberta prices: the closest official benchmark

Alberta's highway tender program prices storm sewer pipe, not watermain or sanitary sewer, because those are municipal utility items rather than provincial highway pay items. Concrete storm sewer supply-and-install averaged $494.69 per m¹ on the single 2026 contract that used the item — treat that as indicative only, not a stable average, given the small sample. Two structure-adjustment items are more broadly useful as a proxy for the incidental work around any buried-pipe project:

Adjusting a manhole to grade ($998.34 per unit¹), a catch basin ($5,103 per unit¹) or a water valve ($838.61 per unit¹) is routine line-item work on almost any street reconstruction or utility replacement project, and granular backfill around a buried pipe averaged $90.94 per m³¹ per cubic metre — both useful as sanity checks on the incidental costs inside a larger watermain or sewer quote, even though neither prices the pipe itself.

STA 0+360Winnipeg: the only published per-frontage installed rate

Winnipeg's Local Improvement fee schedule is the only Canadian municipal document found that prices watermain and sewer replacement directly, as an estimated cost per frontage foot charged to benefiting property owners for city-led reconstruction work:

² Winnipeg's own page notes these are estimates; "actual assessments are based on the average actual cost of similar work that year," so a real project settles at whatever it actually cost, not the published planning figure. For a typical 30-foot residential lot frontage, the watermain line alone works out to roughly $4,950 on this estimate — an order-of-magnitude figure for one city's local improvement program, not a national price.

Pipe bursting and pipe lining replace or rehabilitate a sewer or water line without opening a full trench, which matters where a driveway, mature landscaping or a road surface sits on top of the line. No official Canadian price for trenchless sewer or water replacement was found in any government source. The closest official proxy for the cost gap between trenched and trenchless installation is Alberta's paired conduit items — trenched at $69.87 per m¹ per metre against pushed (trenchless) at $149.03 per m¹ per metre for underground electrical conduit — which shows trenchless methods running roughly double the trenched price for a comparable buried service, though conduit and sewer/water pipe are not the same product and the ratio will not transfer exactly. A single-property water or sewer service line replacement is priced on its own factors, not the municipal rates above:

• Depth. Water and sewer services are buried below the local frost line, which varies by region; a deeper service costs more to excavate and requires more shoring per trench safety and shoring rules once it passes 1.2 to 1.5 m.
• Surface restoration. Cutting and restoring a driveway, sidewalk or road surface over the line is frequently the largest cost on a short urban service replacement — see the concrete and asphalt paving cost guides for restoration rates.
• Permits and inspection. Most municipalities require a permit and an inspection before backfilling a new water or sewer service, and some require the tie-in at the main to be done by the city's own crew or a licensed contractor.
• Minimum mobilization. As with any excavation, bringing equipment and a crew to a single short service line costs close to the same as a longer run, so short private jobs cost more per metre than a municipal-scale project.

For a comparable quote: the pipe material and diameter if known, the depth (or at minimum whether it is a typical residential service or a deeper main), the length from the connection point to the building or main, the surface above the line (grass, driveway, sidewalk or road), and whether trenchless methods are an option for the site. A municipality's public works or utilities department confirms whether a permit, inspection or city-crew tie-in is required before work starts.

Ask specifically how the contractor plans to restore the surface once the pipe is in, since that line item is frequently left vague in an early estimate and can change the total more than the pipe work itself. Ask, too, whether the quoted price assumes open-cut excavation or a trenchless method, since the two are priced on different bases and are not always interchangeable for a given depth and soil condition.
